Regulated Entertainment

The primary aim of any licence permitting regulated entertainment is to minimise public disturbances. In simple terms, this involves avoiding complaints and demonstrating compliance with agreements made with the local authority.

Local authorities often require a Noise Management Plan for both new and existing venues. This plan should consider all aspects of noise from the premises and outline best practices for reducing it.

Additionally, some level of assessment may be necessary to ensure that noise criteria are met externally or in nearby residences from amplified music. These conditions are typically expressed as a Noise Rating (NR), or a level that relates to background noise, or as an absolute Leq (dB) level.
 

 

Mitigation measures may be necessary to maintain acceptable noise levels. This could include acoustic upgrades to vulnerable areas of a building, management procedures (such as controlling doors, windows, and ventilation) to ensure compliance with agreed-upon levels, and control through hours of operation. By actively working to prevent public nuisance, businesses can reduce the risk of significant disruptions due to enforcement or licensing issues. It’s highly recommended to involve us in the early stages of planning for a new premises or site where regulated entertainment will be provided. 

Outdoor Events, Concerts and Music Festivals

Every festival and concert is unique, making early planning crucial. This is partly due to the significant differences in how local authorities operate and the unique characteristics of each site that affect sound propagation. We can evaluate a site early in the process for its feasibility and work with local authorities to manage noise from regulated entertainment at that location. This includes:
 

  • Desktop noise modeling of stage plots and orientations, including an analysis of the surrounding area and identifying nearby noise receptors such as residential buildings, schools, and hospitals. This helps us experiment with site layouts and predict noise impact.
     

  • Proposing appropriate noise criteria to the local authority and discussing monitoring procedures for the event. Outdoor events typically require the submission of monitoring logs by a qualified acoustic consultant (not a sound engineer) within one to two weeks after the event.
     

  • Performing a Baseline Noise Survey, if necessary when agreed music noise levels are based on representative background levels or similar to existing ambient noise.
     

  • Noise Management Plans. Expertly written and considering build/ breakdown and all identified noise sources at the site. This shall also establish the control methods and response to complaints.
     

  •  Monitoring provision. This can include sound level meters positioned at the front of house for each stage, rotational monitoring and logging by our qualified acoustic consultants (in liaison with sound engineers and event control) and fixed monitoring positions at the site perimeter or offsite (if necessary). This will facilitate a swift response to changes to the event and in meteorological conditions that can significantly alter noise propagation and trigger complaints.
